EXPERIENCE SUMMARY Solutions’ founder, C. Bernerd (Bernie) Dull, P.E., CVS-Life has thirty-five years experience in engineering. He specializes in Value Engineering (VE) and Decision Analysis. Mr. Dull is a registered Professional Engineer in 11 states (including Colorado) as well as a Certified Value Specialist (CVS) – Life (Cert. No. 790802). He has been the Chairman of SAVE International's Certification Board. This position mandates he conducts his studies to at least the same high standards than he requires of all other Certified Value Specialists applying for certification. His clients include several state highway departments, the U.S. Department of Energy, many municipal clients, various industrial clients such as British Petroleum, and many engineering firms. Mr. Dull is accustomed to running Value Engineering programs for large complex transportation projects including Colorado’s T-Rex Project. Prior to founding Solutions in 1994, Mr. Dull managed the VE programs for two separate international engineering and construction firms (a 6,000 employee and a 3,000 employee). He was responsible for developing format, procedures, maintaining quality, and training (3 Certified Value Specialists, 25 team leaders, and over 500 engineers). He has facilitated VE teams on 65 water and wastewater projects. Many of these projects had multiple study teams. Some salient VE Studies involving interceptors were: The Milwaukee Water Pollution Abatement Program, the San Francisco Southeast Water Pollution Control Plant, South Valley Lift Station and Interceptor in Albuquerque, and the Casper, WY Interceptor Improvements.
